Uncle Duke, can you confirm that they still issue to non-residents, and that they accept out-of-state references?

If so, I'll add it to my list of known-good counties to apply in, along with Erie, Crawford and Butler.

If I drop my wife off at Grove City, I wouldn't be able to afford the CHL fee.... Or the fuel to come home....

Yes, Venango County will issue to non-residents. Make sure that after you download the application that it is completely filled out, including non-relative references. Bring this to the Sheriff's Office with your fee and your Ohio CHL. They will take your photo, so there's no need to bring passport photos.

They are open Monday through Friday, 8:30 am to 4:00 pm.

What I'm reading on TX says they will only honor licenses issued after May 23 2015 ??

That is confusing and is gonna get somebody in a bind of orgs start showing TX as honoring Ohio :-(.

That is correct - TX requires a Federal background check be performed when issuing a license, and Ohio only started doing them for all licenses issued or renewed on or after March 23.

Fortunately, handgunlaw.us does a good job of color-coding the states to show the distinction. Unfortunately, I've seen some of the smartphone apps out there that do *not* do a good job of communicating that distinction. (And by the way, the same thing exists with Wisconsin recognizing Ohio because they also require a Federal background check).

My CHL doesn't expire for at least another year or two, but I almost wonder if Ohio would let me renew early so I can get the additional (post March 23 Federal check) repricosity.

Anyone have any experience trying that? I am sure I can't be the first person to think of that...

Ohio law specifies you can renew up to 90 days early - that's it. Stinks for many who have a long time to go before renewal, but the only way to change that is to get a change to the ORC passed.

However, all you have to do to pick up those two states is to get your PA non-resident license. It takes a trip to PA but depending on where you live that's not too bad. Cost is $20 for 5 years so the math works too...
