I think it is just phrased differently. There is no difference between one that is renewed after 3/23 and one that is issued after 3/23.

Lately I've been more inclined to use handgunlaw.us instead of USACarry.com because handgunlaw.us seems to be updated more promptly and has the legal references. Plus, their maps make a clear visual difference for things like WI And TX only honoring licenses issued or renewed after 3/23.

If I'm planning on traveling to Texas, should I renew early (if that's even possible) or go to Pennsylvania for their permit?

You can only renew up to 90 days early by Ohio law, so unless you are that close to renewal, getting your PA license is probably the way to go. (Be sure to pick a non-resident friendly county in PA, some don't issue to non-residents, others do but require your two references to be from their county. Others, like Erie, Crawford and Butler, issue to non-residents and allow your references to be from Ohio.)

Been told that the Ohio chls issued after 3/22/15 have some reference to being NICS compliant printed on them.

I've heard the opposite, that the only difference is the Issued date, but I can neither confirm nor deny since I haven't actually seen one yet.
